On June 4, 2025, President Donald J. Trump signed Executive Order 14161, placing new restrictions on entry into the United States for nationals of 19 countries. This action is based on concerns around national security, visa overstay rates, lack of information-sharing, and failure to accept back removable nationals.
Nationals of the following 12 countries are fully suspended from entering the United States as both immigrants and nonimmigrants:
Afghanistan
Burma
Chad
Republic of the Congo
Equatorial Guinea
Eritrea
Haiti
Iran
Libya
Somalia
Sudan
Yemen
Nationals of the following 7 countries face partial suspensions affecting B-1/B-2 (visitor), F, M, and J (student and exchange) visas. Other nonimmigrant visas may also face limitations:
Burundi
Cuba
Laos
Sierra Leone
Togo
Turkmenistan
Venezuela
These suspensions take effect on June 9, 2025 at 12:01 AM Eastern Daylight Time.
The order does not apply to:
U.S. lawful permanent residents
Dual nationals using a passport from a non-listed country
Certain diplomatic, adoption, family-based, and special immigrant visa categories
Individuals already granted asylum, refugee status, or humanitarian protection
The order is aimed at protecting U.S. citizens from foreign nationals who may pose security threats or who come from countries with insufficient screening and vetting capabilities. It is also intended to encourage cooperation from these governments in sharing security-related information.
