New DHS Requirement: Mandatory Online Registration for Certain Noncitizens Begins April 11, 2025

Following an unsuccessful legal challenge, the Department of Homeland Security (DHS) has confirmed the enforcement of a mandatory online registration requirement under the Alien Registration Act (ARA). Effective April 11, 2025, certain noncitizens present in the United States must register with the federal government and update their residential address with U.S. Citizenship and Immigration Services (USCIS). Willful failure to comply may result in criminal penalties.

What You Need to Know

According to the latest USCIS guidance, the following applies to all noncitizens, regardless of immigration status:

• Present in the U.S. for 30 days or more as of April 11, 2025, without evidence of registration:
  → Must register immediately via the USCIS online system.

• Entering the U.S. on or after April 11, 2025, without registration evidence:
  → Must register within 30 days of arrival.

• Turning 14 in the U.S.:
  → Must re-register and submit fingerprints within 30 days of their 14th birthday, even if previously registered.

• Minors under 14 present for 30+ days:
  → Parents or guardians must register minors if they have not been previously issued one of the documents acceptable as evidence of registration.

Upon completion of registration, USCIS will issue proof of registration and, if required, schedule a biometrics appointment. All noncitizens age 18 and older are required to carry this documentation at all times.
